We'd like to fund maintenance of the [substrate-api-client](https://github.com/scs/substrate-api-client) from May 2023 until July 2023. This is a continuation of the [Treasury Proposal: Maintenance for the substrate-api-client Feb-23 to Apr-23](https://kusama.polkassembly.io/referenda/88).

The substrate-api-client is a Rust library for connecting to a substrate-based node via RPC in a no-std environment. An RPC client is a library, with similar features as Polkadot-js. With an RPC client developers can easily interact with any Polkadot or Kusama chain. There are RPC clients for different programming languages. For Rust, the most popular RPC client is subxt. Subxt uses the Rust standard library (std). The Rust standard library is not available in certain environments, such as trusted execution environments (like IntelSGX) or certain IoT devices. The substrate-api-client bridges this gap,  providing a library that can be used in such environments.

This proposal is a follow-up of the treasury proposal [Maintenance for the substrate-api-client Feb-23 to Apr-23](https://kusama.polkassembly.io/referenda/88). Since the funds of the Kusama treasury are currently limited, and many projects ask for funding, we decided to make a smaller proposal and focus on changes that are needed due to substrate updates.

The substrate-api-client is a Rust-library for connecting to a substrate-based node via RPC. It is an alternative to subxt, which provides a similar functionality. RPC clients are needed in any software component, connecting to a substrate parachain. Therefore it is advisable, that there is more than one client available for Rust developers. Apart from that, the substrate-api-client fills a gap, providing the possibility to create extrinsics in a no_std-environment. Thereby facilitating extrinsic creation from within trusted hardware (like Intel sgx). This has a big potential for further usage in IoT environments. Last but not least, the substrate-api-client has an easy-to-use interface and comes with many practical examples, which makes it a good option for new developers.

Treasury

Propose and approve a spend of treasury funds.

- `origin`: Must be `SpendOrigin` with the `Success` value being at least `amount`.
- `amount`: The amount to be transferred from the treasury to the `beneficiary`.
- `beneficiary`: The destination account for the transfer.

NOTE: For record-keeping purposes, the proposer is deemed to be equivalent to the
beneficiary.

- They want to fund maintenance of a library called substrate-api-client.
- The library helps developers connect to a substrate-based node via RPC.
- The library is useful in environments where the Rust standard library is not available.
- This proposal is a continuation of a previous proposal for funding.
