Following the poll of in [this previous discussion](https://kusama.subsquare.io/posts/39), I propose we increase the submission deposit for all referenda to **3.333..KSM** as a way to mitigate spam on governance tracks. Additionally I propose the addition of an extrinsic that collects the locked submission deposits transferring them to a designated account like the the treasury or the upcoming *black hole*.
